Safely Disconnect User Convenience

Does Windows 7 say in this situation “user, program X is the reason for this” (at least I wanna know whose bloody fault it is!) and “I hereby enable you to disconnect the *beep* drive anyway because you are the user and can do whatever the hell you want”? Well, does it? Because if it does, I’m gonna BUY this OS just for this reason. If it doesn’t, it’s just another entry for the “Actual Usability Enhancement” list…
